Background

Pilbara Ports Authority (PPA), holds a licence issued under Part V of the Environmental Protection Act 1986 (EP Act) by the Department of Water and Environmental Regulation (DWER) for the Eastern Operations bulk handling facility in Port Hedland.

On 28 November 2017, PPA submitted a Licence Amendment Application to DWER for the Part V licence L4432/1989/14.

The application seeks to authorise the export up to 610,000 tonnes of spodumene concentrate per year using a rotating tipping frame, which involves lifting sealed containers into the vessel’s hold before lifting the lid and emptying the product in bulk. As part of this application PPA also seek to increase the total authorised volume of bulk material exports from 560,000 to 1,170,000 tonnes per year at the Eastern Operations.

What is happening now?

DWER is assessing the licence amendment application in accordance with the EP Act—guided by the Department's published Regulatory Framework. DWER's target timeframe for determining the licence amendments is 60 working days.

DWER invites public submissions on the licence amendment application.

The public comment period is available from 15 January to 28 February 2018.
